UAE e-invoicing timeline and who is in scope
Under Ministerial Decision No. 244 of 2025, as amended by Ministerial Decision No. 66 of 2026, the UAE is introducing structured e-invoicing in phases. The pilot programme began on 1 July 2026. Businesses with revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and go live by 1 January 2027. Smaller businesses appoint by 31 March 2027 and go live by 1 July 2027. From 1 July 2027, the customer's TRN becomes a required field, but otherwise nothing changes: they still just send their invoices from Naqood or the Naqood mobile app. Government entities appoint by 31 March 2027 and go live by 1 October 2027.
Naqood customers select Tax Star on EmaraTax as their e-invoicing provider and go live on the same invoicing workflow they already use, with validation and exchange handled by Tax Star.
- Large businesses: ASP by 30 October 2026, go live 1 January 2027
- Other in scope businesses: ASP by 31 March 2027, go live 1 July 2027
- Government entities: ASP by 31 March 2027, go live 1 October 2027

FTA compliant tax invoices before and during exchange
Whether you are preparing for your go live date or already exchanging structured e-invoices through Tax Star, you still need tax invoices that meet FTA requirements.
Naqood is accredited tax accounting software. Create invoices and credit notes with the fields UAE businesses expect, customize layouts, and connect each invoice to your ledger and VAT return.
- Tax invoices and credit notes in Naqood
- TRN, VAT, and customer details structured for UAE workflows
- Quotes, reminders, and payment links when you need them

TRNs, TINs, and Peppol style IDs
E-invoicing depends on correct tax identifiers on both sides of a transaction. Store TRNs on customers and suppliers, validate TRN format before payments, and work with TINs where the rules require them.
Our free TIN verification tool checks 10 digit TINs, derives a TIN from a 15 digit TRN when applicable, and shows the Peppol participant ID format. Tax Star uses this data when validating invoices you raise in Naqood.
- TRN verification for quick format checks
- TIN verification with Peppol participant ID preview

Invoice data connected to VAT and your books
E-invoicing works best when invoicing, purchases, and tax filing share one record. Naqood posts invoices to accounts receivable, builds your VAT return from transactions, and keeps IFRS aligned books for Corporate Tax.
When Tax Star exchanges structured e-invoices for your business, clean invoice data in Naqood reduces rework and keeps your audit trail consistent.
- VAT Return from the same transactions as your invoices
- Corporate Tax figures from the same ledger
- Open API to connect your other systems

FAQ
E-invoicing UAE FAQ
When does e-invoicing become mandatory in the UAE?
Under Ministerial Decision No. 244 of 2025, as amended by Ministerial Decision No. 66 of 2026, phased mandatory dates depend on your revenue and whether you are a government entity. The pilot programme began on 1 July 2026. Businesses with revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and go live by 1 January 2027. Below AED 50 million, ASP appointment is by 31 March 2027 and go live by 1 July 2027. Government entities appoint by 31 March 2027 and go live by 1 October 2027. See our UAE e-invoicing guide for a timeline table and compliance checklist.
Who must use e-invoicing in the UAE?
Mandatory e-invoicing applies to businesses in scope of the UAE electronic invoicing rules, with phased dates by revenue and activity. Businesses not yet registered for tax may still need a TIN for exchange workflows. Read who UAE e-invoicing applies to and how e-invoicing works in the Learning Center.
How do Naqood and Tax Star work together for e-invoicing?
Naqood is FTA accredited accounting software. Tax Star is the Accredited Service Provider (ASP) accredited by the UAE Ministry of Finance (accreditation no. 175257 on the Ministry of Finance accredited ASP list). Naqood customers need to select Tax Star on EmaraTax as their e-invoicing provider. Naqood will send a link and a step-by-step guide later. You keep creating invoices in Naqood, and Tax Star handles validation, PINT AE mapping, exchange, and FTA reporting. Read our Tax Star partnership announcement.
Is Naqood an Accredited Service Provider (ASP)?
No. Naqood is accounting software, not an ASP. E-invoice exchange and reporting run through Tax Star, our accredited ASP partner. Naqood stays your system of record for invoicing, books, and VAT.
What is Peppol and does the UAE use it?
Peppol is a network for exchanging structured e-documents between businesses and governments. The UAE framework uses Peppol style identifiers, such as the TIN based participant ID. As an accredited ASP, Tax Star provides the Peppol connectivity for exchange. Tax Star's ASP overview explains the role ASPs play in the UAE's Peppol based model. Our Peppol guide for the UAE explains how this fits local rules.
What are the 100 free e-invoices per year?
After that, customers won't notice any change. Prices stay the same, now with e-invoicing included. Even the Naqood Free plan includes 100 e-invoices.
Do I still need FTA compliant tax invoices before mandatory e-invoicing?
Yes. Until your business must exchange structured e-invoices through an ASP, you must still issue tax invoices that meet FTA requirements. Naqood supports those invoices today. See what belongs on a UAE tax invoice.
What is a TIN and why does it matter for e-invoicing?
The Tax Identification Number (TIN) is a 10 digit identifier used alongside TRNs in the UAE e-invoicing framework. It feeds Peppol style participant IDs for exchange. Use our TIN verification page to validate a TIN or derive it from a TRN, then confirm the registered name on the FTA site.
